feat: Add update-rock workflow #14

Description

Adds update-rock workflow to create PRs automatically in order to get latest Upstream code. The workflow will run every 12 hours.

This PR depends on TELCO_GITHUB_BOT_TOKEN secret which is already requested for another PR. IS ticket needs to resolved before merging.

Closing this for the moment as this will have to be based on git tags, and not on git commits.
