The Swagger API documentation is empty

This is not a problem when running locally npm run build and npm run start (screenshot below) but for some reason it's an issue with our charmed deployment.

Actually the issue occurs when running nms in its ROCK container. I'm pretty confident we need to copy more files when we run the build in rockcraft.yaml than the ones we currently have.
