fix: updated version of the image #210

Description

Update to executor image is required in charm configuration as part of work for updating versions for 1.8 release.

Summary of changes:

Updated version of seldon-core-executor to 1.17.1 for 1.8 release.

Thanks @i-chvets , I wonder if this effort should be held until we also update the manifest files of the seldon charm.

Yes, it can be merged along with the rest of Seldon work items for mainfest updates. But we need to start somewhere.

I suggest we close this since this will be part of the update manifests and images PR #216 (more specifically here - will update the description also)
