This commit adds a new job, publish-rock, that pushes a rock to GCR when a commit is pushed to one of the special branches (core22-7, core22-8, etc). It makes use of the support that Github itself has for pushing packages, and the images show up at https://github.com/canonical/snapcraft-rocks/pkgs/container/snapcraft
