Update Sphinx starter pack #261

We're using an old version of the RTD starter pack. There are several improvements to the current version, and more to come.

All new projects are inheriting this old base, and none of our developers are able to access these improvements and tests.

We should update the base in the next cycle all so that docs benefit from these developments.
