Move to using content-sharing #9

Split the snap into 3 snaps that use the upcoming ROS content-sharing feature.

Shouldn't we keep monolithic snap and content-sharing snap in two different branches?

Wep, I'm only opening this draft PR so that it is easier to review.

Should we close this PR? Since we want this branch to live on the side of the noetic one.
