docs(azure): merge azure and ubuntu security features doc #278

Discussions with respect to [0][1] determined that the full content of the Azure Security Overview document was unsuitable, as the majority of its content was non-specific to Azure and only reiterated security features and products core to Ubuntu - and not specific to Azure. Instead, merge the relevant sections (Ubuntu Security Features and Azure Security Features) into the existing security type document.

@jrtknauer This lgtm, although I am not sure why the various heading underline formats were changed! :) Also, are we planning to include the remaining content from #269 into the all-clouds project?

Headings needed to be changed to facilitate additional subheading levels while still adhering to the recommended .rst sections.

Remaining content will be implemented in a standalone ticket, as the scope of this change is limited to Azure.
