Sync with canonical/sphinx-docs-starter-pack #49

Description: Syncs with the latest state(https://github.com/canonical/sphinx-docs-starter-pack/commit/83c25872c73c3ddba3628323b4218b3dddbb4193 at time of writing) of the canonical/sphinx-docs-starter-pack.

Rationale: The changes contains recently upstreamed changes which we need for packaging the packaging guide.

Note: I saw same pa11y errors, which do not block the CI in the. The scope of this PR does not include fixing those they should be fixed in a separate PR.

@rkratky already briefly mentioned this topic in the last bi-weekly ubuntu-packaging-guide sync meeting.

Note: I force pushed to fix rst_prolog in docs/custom_conf.py which was accidentally overwritten.

Note: 598e7b7 now includes fixup https://github.com/canonical/sphinx-docs-starter-pack/pull/184

I'll merge this now. Regressions can be addressed in a future PR.
