tests: move config file out of repo

Why is this needed?

This PR solves all of our problems because it moves the file that can contain secrets out of the git repo entirely. This means it is less likely to accidentally commit the secrets.

Test Steps

Ensure the config fields are picked up from the new location ~/.config/protest.yaml
