move tiobe requirements into their own file

Why is this needed?

tiobe has certain requirements that don't make sense in our other dependency lists, so it now has its own file.

This will be coordinated with a PR for the tiobe jenkins job here https://github.com/canonical/server-jenkins-jobs/pull/314
