Please describe the scenario where the new feature would be useful
We only test against the currently released cloud-init and we only test certain features.

We should test against the daily cloud-init for at least some tests, and we should cover all pro features here https://cloudinit.readthedocs.io/en/latest/reference/modules.html#ubuntu-pro
Current behavior
We have some tests for pieces of our cloud-init interactions. Search "cloud-init" within our features/ folder
