wip: try out profiling CI with polar signals #3114

Why is this needed?

This adds polar signals profiling to our PR CI runs, or it will once we have a project in polar signals. Currently, it just adds the boilerplate but the secret doesn't exist yet.

Test Steps

Once it is working, check out the project on polar signals.

Closing because this was just scratch work and doesn't benefit us by sitting here
