tools: translation import/export scripts

Why is this needed?

This adds some tooling to make it easier to manage our translations on launchpad, then just export them and import them into our package.

To Do:

• [ ] Configure launchpad to allow canonicalers to translate
• [ ] open docs PR adding steps to the release process
