WD-10412 Fix scheduling bugs

Fix following bugs related to scheduling
- Do now allow past scheduling
- Only allow exam to be scheduled at least 1 hour past current time (production) and 6 hours (staging)

Check out this feature branch
Run the site using the command ./run serve or dotrun
View the site locally in your web browser at: http://0.0.0.0:8001/
- Be sure to test on mobile, tablet and desktop screen sizes
- Schedule exam for a past datetime and it should show an error
- It should not allow an exam to be scheduled for less than hour for production and 6 hours for staging
