WIP: Sliding nav refactor #13933

fix the padding
remove the mysterious black box
fix height management on mobile

This work tries to align the sliding nav on u.com with the sliding nav in vanilla.
It decouples the sliding and meganav so they are treated separately in CSS and JS, this required some refactoring

Closing as this work was superseded but the upstreaming of the meganav. We have this issue to address it in our backlog
