Created a @credentials-group decorator that restricts views to only the credentials group on Lunchpad

QA

Check out this feature branch
Run the site using the command ./run serve or dotrun
View the site locally in your web browser at: http://0.0.0.0:8001/
- Be sure to test on mobile, tablet and desktop screen sizes
Login as user who is in the lp credentials group
- Go to /credentials/dashboard
- Page should be visible
Logout and login as someone not in credentials group
- Go to /credentials/dashboard
- Page should be visible
