feat: restrict cred dashboard permissions

This commit adds a new API endpoint, getUserPermissions, to retrieve user permissions for the credentials dashboard. It also updates the related components to utilize this endpoint and conditionally render certain tabs based on the user's permissions.

• Exam Results would not be shown to users who are not a part of cred admin group

• Check out this feature branch
• Run the site using the command ./run serve or dotrun
• View the site locally in your web browser at: http://0.0.0.0:8001/
  • Be sure to test on mobile, tablet and desktop screen sizes
• If you are a part of credentials admin group you would be able to see /exam/results page
• If you are not, then you should not be able to see the above page
