New page “Using Ubuntu from Windows” #6270

An “Ubuntu on Windows” page could describe the various ways Windows users can run Ubuntu, and the benefits of each:

WSL
Multipass
other VM systems
dual-booting
maybe also Azure?

It could compare things like:

speed of launching
speed of running
software compatibility
hardware compatibility

We should have a rough layout ready to present in Cape Town.
