Paper theme alternate background should be darker, not white #5197

We need to make the alt colour darker. We usually do a 3% black overlay, which when flattened against #f3f3f3 results in #EBEBEB.

cc @dgtlntv - we're changing the alt background colour for the paper theme from white to '#ebebeb`.
