Altera para não receber notificações de tickets #519

que não possuem fila atribuída ou que a fila do ticket não pertence ao usuário.

Me pediram ajuda recentemente relacionado a isso. O usuário estava recebendo notificações de filas as quais não estavam atribuídas para ele. Verifiquem se é algo que compensa fazer merge 👍
