set the relative number list , use like vim 10+j or 3+k #347

I suppose the request is to add relative numbers in front of the history commands and add some shortcuts to jump to lower or higher position in the list. In vim normal mode "10j" would mean jump 10 lines down. If you look at the screen-cast of https://github.com/ellie/atuin you can see the global idea visualized.

Ah, I see. I guess I'm open to this as a PR, although I don't really know if it's necessary.
