Pause for a period? #369

Should be easy enough to do.

This would be nice when I know I am going to be making huge number of changes to files or directories, but I am on a metered connection and don't really want to sync until everything is done.. Currently, I "Stop Syncthing", then restart after I am done (if I remember). This would essentially fix when I forget to turn it back on.

it would be nice to have it pause for a scheduled time, such as 9am-9pm if I use my laptop and I'm traveling, I don't want to sync until I'm back home and connected on a cheap and reliable wifi instead of using my cellphone hotspot

@bedros Note that it always has the ability to pause when it's connected to a metered network (such as a cellphone hotspot).

Or pause automatically when other apps uses full screen (like when gaming) to reduce CPU/IO would also be good.
