ci: Add test workflow for NodeJs and Rust bindings #12

We want to ensure that our bindings can be consumed, so add tests for them. For Rust, we have tests in the bindings themselves, but for Node, we use a separate test package.

Oh. The CI works. Seems the generated files were not up-to-date :smile:
