It would be useful to allow the capact CLI to bundle locally defined policies, parameters and combine them with specified hub (or local) content to render the workflow artifacts in a local directory hierarchy.
Reason
In the case when Capact engine could not be installed on a target environment, this would provide a starting point in leveraging the available content for a specific user need.
This could also be used for specific user integrations where the current execution flow is unfeasible.
