Update the requirements, readme, and setup.py #112

Updating some of the really old requirements, and getting rid of some we do not need.
Adding status badges to the readme
Adding classifiers to setup.py
Addressing #111

Ready for review. Versions have been updated, unused packages have been removed. Tests were updated for compatibility with new boto versions, and now pass. Install is significantly quicker.

Since these changes have fixed pcf for 3.7, we could also choose to make that a build-passing requirement. It allows for failure right now.
