NOT READY FOR MERGE

Hey @gregcaporaso and @casaburi, just issuing this early so people can look. Setup.py downloads the OS specific version of rsatoolkits and then extracts only the library actually used into it's local scripts folder. It is pretty cool!

Very cool, thanks @ebolyen! Let me know when you want me to try it out (tomorrow is going to be really bad for me, so I probably won't have a chance then, but will be able to later in the week).
