Update inventory #45

  1. Updated inventory to show new raw data links.
  2. Created README.md files for each dataset.
  3. Updated CONTRIBUTING.md to describe dataset README.md files.
  4. Updated homepage README.md to describe contributing, citation, and issue-reporting information, as well as general disclaimer on raw data integrity.
  5. Updated contact-email in dataset-metadata.tsv for mock-1, mock-2, and mock-11.

@nbokulich, thanks for making these changes. I merged, but see my first comment - I think we might want to open a new issue for that.
