Create QIIME2 plugin #50

Create a plugin for Qiime2. Try and use old q2d2 metadata filtering to select sinks and sources.

I'm going to do this after we have the ST 2.0.2 release. @wdwvt1 and going to work on the release next week, so I expect we can have the plugin before the end of September.
