expand provisioning service section #148

We didn't really lay out the role of the provisioning service. While we still don't have any requirements on it, this changes the provisioning service section to give more guidance about its role in the network.

Any thoughts on whether we should expand to add some requirements? E.g. URI scheme MUST be HTTPS.
