Menus should validate in the presence of modal alerts [+1] #1853

In Cocoa, when a modal alert is running, menus validate, so it is up to the application to enable/disable what is relevant.

Currently in Cappuccino, the menus do not respond to mouse clicks (which is not such a good idea), but they do respond to key equivalents (which is a bug).
