{#110] Tidies up missing files from the current deploynment and #131

Covers, the which week widget, the 4 week rota page and the emergency index page

Well... In theory, we should be able to: Install a new wordpress somewhere, install the responsive theme, clone this repo into the themes directory, move some files into the plugins directory, copy and paste some code into a widget, and we should have the same site up and running.

This commit pulls together the parts of that which were deployed but not stored anywhere else. So it's a tidy up really.
