Add CloudFlare SSL setup to the Troubleshooting guide #100

When setting up CloudFlare's Universal SSL for my CapRover installation, it took me many hours to realize why I was getting the ERR_SSL_VERSION_OR_CIPHER_MISMATCH error. Then I found the solution in one of the 38 comment this issue has: https://github.com/caprover/caprover/issues/775#issuecomment-785700915

Here I'm proposing adding the findings of that comment in the Troubleshooting guide. This way other people facing the same error may find the solution faster.
