Add OSPA blog post #44

Follow-on post from the COAL Presented at AGU Fall Meeting 2017 blog post to both congratulate and document the OSPA award from the AGU 2017 Fall Meeting.

Also, we should include a link to the OSU EECS Weekly News posting at http://eecs.oregonstate.edu/eecs-weekly-news-february-5-2018

@browtayl do you want to do the honors?

@lewismc Thanks for following up on this, I didn't realize the announcement had gone out since I was apparently unsubscribed from the newsletter. Do you think I will receive any kind of hard copy certificate like the one pictured on Kim's website? If so I might wait to post it all together, otherwise I can start the writeup.

I was told to expect the certificate in the next few weeks, so I am inclined to wait to post since writing is usually more engaging with a visual aid. I will be sure to mention that beyond the poster and presentation itself, this award recognizes and validates the contributions of the COAL community at large and promotes everyone working in this field.
