getTxTreasuryFee needs a better name #15

A better name for getTxTreasuryFee would be getAdditionalTxFee. There is no such thing as Treasury fee.

A better name for getTxGasFee would be GetTxFee. There is no such thing as Gas or Gas fee in our chain
