So it seems you can only use exactly one (1) domain for a captcha.eu key-pair.
It is very common, that you have 2 or more site_base_variant records in your site configuration. The reason for this is, that - while developing locally - you access a page by a local domain name.
So, in order to be able to do local testing, you would have to use different key-pairs in that environment.
You could add the configuration fields, you added to the site configuration to the site_base_variant configuration as well and use that with precedence over the site config. That way the problem could be solved.
IMHO it would be better if a key-pair could be valid for more than 1 domain but that's not subject of this issue.
