Check cost/benefit

There are some issues with RJ yet, so that is still being updated.

Added 2018 to civil_registry_covid_states and civil_registry_covid_cities in commit 2a1b2b0277bba04b247f78e857801e52dcc4c396

It's not feasible to do it for detailed right now.
