Hey Zikun, thank you for the PR. Since this PR has only one empty file, I am going to remove it.

Please finish the implementation of the new feature on a new branch (for example, dev-agentlocation), and after the feature is complete, merge the changes to the dev branch.

dev will be merged into main after we finished fully developing and testing new features.
