feat: add Catppuccin theme #1447

Hi :wave:

I'm a staff member over at Catppuccin, we are a community-driven pastel colour theme and we've had some requests to integrate with carbon. It consists of 4 soothing warm flavours with 26 eye-candy colours each. Latte is our light mode offering while Frappe, Macchiato and Mocha are our darker options. I have attached some examples showing off all the flavours using the tool.

I completely understand the CONTRIBUTING guidelines explicitly state that carbon is not accepting new themes into the codebase. However, the same guidelines encourage opening a PR for consideration and therefore, I am putting up this PR for Catppuccin to be considered.

Hey, thanks for the suggestion!. As of Carbon 3.0.0, the core Carbon team is no longer implementing new themes or languages ourselves (although we are adding the ability to create your own soon!), but we are happy to accept PRs to add new ones.
