When I first enter global page, the URL is automatically set to negativeEmissions=0.5. Why?

On proceeding to map, it updates to negativeEmissions=0.5&exceedanceRisk=0.5&effortSharing=PCC

Is it because the default values are not the same on ws, node server and client?
