Elaborate on specification design principles

Back in the first meeting, where we outlined the following goals:

• Focus on meeting use case needs and actually getting used
• Make standard "accessible" - Lots of surrounding documentation
• Awareness of reality - regulatory, legislation, privacy

We should write some more detailed guidance on our design philosophy when writing the various specifications, so that we can meet the original goals listed above.
