Review the Common information model (CIM) #64

People at ENTSO-E have recommended us to look at the CIM which is used across power system operators.

It would make sense to verify that our specifications follow or at least resemble their taxonomy.

This documentation seems to be the best place to navigate the different objects in the CIM: https://ontology.tno.nl/IEC_CIM/

and this is a nice set of docs to explore it better: https://zepben.github.io/evolve/docs/cim/evolve/IEC61970/Base/Meas/MeasurementValue
