Update cdsc-wg2-01.md to include approved spec #67

This PR copies the topology document that was generated as an output of workstream 1 into a formal spec document so it can be linked by the website.

The primary addition to the previous work is incorporating formal definitions from glossaries of NERC, ENTSO-E, and CIM into the topology tables. A few changes to the names listed in the tables were made in order to align with the glossaries.
