Updated website with spec references and other documentation #69

This includes several updates to the website to address the issues identified in: https://github.com/carbon-data-specification/Power-Systems-Data/issues/66

Currently, it includes placeholders for the spec documents in the specifications/ folder, but these links on the site will be updated after the other PRs are merged.
