[Discussion] Should distribution level be within scope of the topology?

The current topology ( https://github.com/carbon-data-specification/Power-Systems-Data/blob/main/specifications/cdsc-wg2-01.md ) is ISO/TSO-oriented. However, it is not excluded that some of these tools will be relevant at the DSO level.

Do we explicitly keep the distribution level out of scope? Or should we allow for space in the topology for this as well?

Upsides of integrating distribution:

• Future-proof for applications at distribution levels in the future
• Congestions and local carbon management at DSO level might soon be a use-case (especially if we go deeper into curtailment)

Downsides:

• Distribution has a complexity at least an order of magnitude above transmission
• Gains are not clear in the short run for the project, yet the complexity can increase massively
