Location field for Power System Resource #86

In Section 3.3.1, Location is listed as a required response object for PSR, but it’s not included in the example description and in the PSR Describe section all of the location fields appear to be optional.

This has been addressed by removing the location filed in 3.3.1 which wasn't meant to be there.
