[GaugeCard] Import Carbon's Gauge and rendering/threshold functions #888

Gauge card should support line, half-circle gauges as well as allow the user to pass in functions for rendering and thresholds.

New Edit: Carbon has released their gauge component. We need to consume and align our's with the Carbon variant.

Removing from the core team's September scope. https://github.com/carbon-design-system/carbon-addons-iot-react/issues/1560 has higher importance.

Shown are the Carbon chart gauges, which our gauge pre-dates.
