Contribution guidelines are out of date after monorepo #296

Detailed description

The contribution guidelines https://github.com/carbon-design-system/carbon-components-vue/blob/master/.github/CONTRIBUTING.md need updating.

They should probably be look more like https://github.com/IBM/carbon-components-angular/blob/master/README.md#contributing

or

https://github.com/ibm/carbon-components-react/blob/master/.github/CONTRIBUTING.md
