[Figma] Tabs extended

The Tabs extended component is planned to mirror the Carbon core version with a few differences:

• [x] Only uses the Line version, not Contained
• [x] Only uses auto-width for alignment, not grid aware
• [x] Type token is larger – uses 16px size: $body-02 for enabled and $heading-02 for selected

We should make a Dotcom specific version with these limited options that functions the same way as Carbon's tab
