Update notification action variant

Carbon nests the action link to pieces in their design kit

Carbon has started applying smart layouts to components that are breaking due to the Sketch 59 update, reference: https://github.com/carbon-design-system/carbon-design-kit/issues/218

Acceptance criteria White kit

[x] link action piece high contrast and low contrast variants.
[x] apply smart layout to action variant.

Gray 90 kit
