[Library Design kit]: Add type styles and color tokens – white theme

User story As a IBM.com designer I need access to the expressive type tokens and color tokens so I know what is available in code.

Additional information The current IBM.com Library design kit does not have the type styles or color tokens embedded within the file. Because the expressive theme solution is still in flux, we will add the type styles and color tokens to the IBM.com Library and release that for our adopters only.

Acceptance criteria

• [x] all type styles are added to the design kit
• [x] all color tokens are added to the design kit
• [x] fix color tokens for components (broken)
• [x] file updated on Box
• [ ] change log written for the release (?)
